Deputy Commissioners for Technology


Who are the DCTs?

ITS in the midst of an exciting transition to a new and more effective dedicated agency service model that combines subject matter experts with high-level tech support, and this approach has improved customer service and strengthened relationships with ITS client agencies. 

The newly established Deputy Commissioners for Technology (DCTs) are working hand-in-hand with agency leaders, resolving issues before they become problems, making informed decisions about how and when to leverage technology, helping to fuel the State’s ongoing digital transformation. 

The DCT is best described as a senior level ITS executive embedded within a single agency or several similar agencies. They are backed up by both dedicated and shared services teams in support of those individual agencies, aligned with the State’s overall technology vision.

Michael Allen

Michael Allen

Deputy Commissioner for Technology | DOL

Michael Allen was appointed Deputy Commissioner for Technology of ITS in March 2024. In this role, he serves as the IT leader for the Department of Labor to drive improvements, problem solve and strategize as part of the agency’s leadership team and operate the IT department while ensuring State IT resources and assets are accounted for and managed. Michael first joined NYS government in 2006 as a student assistant in the IT department of the Department of Motor Vehicles. Since then, he has overseen several state agencies business application services departments, leading hiring and training of diverse skillsets, improving customer experience, creating new solutions, all to meet an agencies mission. Michael has a web development and programming degree from Hudson Valley Community College in Troy, NY.


Bryan Amedio

Deputy Commissioner for Technology | OPWDD, CDD

Bryan Amedio, Deputy Commissioner for Technology, joined ITS in 2016 as CCIO and has served in several senior leadership roles. He has more than 32 years of leadership experience within business and technology operations, spanning across government, healthcare and the financial services industry. Prior to ITS, Bryan was the Director of Technical Services & HIPAA Security Officer at Ellis Medicine, in Schenectady, NY, where he led the strategic organizational alignment of technology initiatives to meet the needs of the medical provider community in delivering extensive inpatient and outpatient healthcare services. He is a graduate of Union College in Schenectady, NY and the State University of New York (SUNY) at Albany, earning both a bachelor’s and master’s degree in economics. He is also certified in ITIL V3 (Foundations, Service Design, Service Operations), Six Sigma, and served honorably in the US Armed Forces.


Munish Batra

Deputy Commissioner for Technology | SLA

Munish Batra, the Deputy Commissioner for Technology for SLA, is a seasoned technology executive with more than 25 years of experience driving digital transformation across complex, highly regulated industries including healthcare, life sciences, and manufacturing. He has led large-scale global initiatives to unify enterprise systems, strengthen governance, and implement advanced analytics, enabling organizations to achieve compliance, operational excellence, and data-driven decision-making.

As a trusted leader, Munish has directed high-performing global teams, vendor partnerships and enterprise-scale change programs that delivered measurable outcomes such as margin optimization, regulatory readiness and improved service delivery. He has successfully modernized data ecosystems through cloud platforms, advanced analytics, and AI/ML adoption while embedding governance frameworks to ensure security, privacy, and compliance with standards such as HIPAA and PII.

Munish holds an MBA, holds a master’s certificate in Healthcare IT Leadership from Harvard T.H. Chan School of Public Health, and is Lean Six Sigma Green Belt certified.


Ferdinando Cammarota

Ferdinando Cammarota, known as Nando, brings over 20 years of professional experience in software development and IT consulting. He is an innovative and creative professional with deep technical and business skills gained through the management of numerous initiatives and delivery efforts for some of the largest NY state organizations. Nando first joined NYS Government as a student assistant in 2002 with the Enterprise Helpdesk for the Office for Technology (OFT) and has been with ITS since the agency's inception in 2012. In 2014, he started the agile Mobile App Development Team, leveraging native development technologies to train staff and bring Apple iOS and Google Android apps to both internal and external constituents to the State of New York. He is a graduate of the State University of New York (SUNY) at Albany, where he earned a Bachelor of Science in Computer Science and Applied Mathematics.

Tim Carroll joined ITS in 2025 as an accomplished product strategy leader with over 25 years in the technology industry. He has led product and go-to-market strategy across startups and global enterprises, driving innovation, digital transformation, and the launch of cutting-edge data and workstream solutions. Passionate about user experience, Tim focuses on delivering technology that delights users and drives meaningful business outcomes. He holds a B.S. in Marketing & Management from Siena College and a Professional Certificate in Marketing Strategy from Cornell University. A lifelong resident of New York’s Capital Region, Tim is dedicated to advancing technology-driven innovation and operational excellence.


Richard Cletus
Richard Cletus

Deputy Commissioner for Technology | DTA, DTF

Richard Cletus was appointed to lead as Deputy Commissioner of Technology after 26 years in the information technology industry, including 15 years directing complex, multi-phase projects. He will now oversee project teams dedicated to enhancing the taxpayer experience and improve efficiency by reimagining and modernizing critical systems. Richard has earned several statewide awards, including recognition for his role in the launch of the transformative e-MPIRE system. Before joining the public sector, he worked for several technology consulting firms and startups. Richard earned a bachelor’s degree in electronics and communications engineering from Madras University, India, and he has taught information technology and project management as an adjunct professor at Rensselaer Polytechnic Institute.


Thomas Coon

Deputy Commissioner for Technology | WCB, Arts

Thomas Coon joined ITS in December 2024, bringing more than 25 years of private-sector experience in driving strategic initiatives, optimizing operations and leading large-scale system implementations. Before joining ITS, he served as Senior IT Director at Pitney Bowes, where he oversaw financial IT solutions, implemented AI-driven controls to protect client deposits, and successfully launched Fiserv's DNA banking platform. A U.S. Marine Corps veteran, Thom began his military career as a member of the United States Marine Corps Band before transitioning into the field of computer information systems. He attended Quantico’s Computer Sciences School, where he gained a strong foundation in application development, spending the next five years working on various military applications. In 2007, he earned a Bachelor of Science in Computer Science from Empire State College.


Divya Dileep

Deputy Commissioner for Technology | OCFS, CCF

Divya Dileep joined ITS as Deputy Commissioner for Technology in March of 2025. She leads IT teams for the Office of Children and Family Services (OCFS) and will play a pivotal role in shaping and executing OCFS’s long-term technology strategies, ensuring integration of emerging technologies across various governmental functions. Divya drives IT governance, stakeholder engagement, product development and management, procurement and end-user computing. With 20+ years of experience in the IT industry, she has held various IT operations and governance leadership roles in the private sector and has won many accolades and awards for her contributions. Along with various technology and domain certifications (ITIL V4, PMP, AWS Certified Cloud Practitioner), she has vast experience in IT infrastructure management, digital transformation, and service integration and management. Divya holds a Bachelor of Technology degree from Cochin University of Science and Technology in India.


R. Grace Dillon

Grace Dillon currently serves as the Deputy Commissioner for Technology for the Gaming and Public Integrity agencies. Grace brings more than twenty years of IT experience to the role, having supported several New York State agencies in various technical capacities. This includes information security, project management, portfolio governance and operational support. She now oversees solution delivery, product management and operational support to ensure agency technical needs are met. Grace prides herself on her ability to foster productive professional relationships on both sides of the bridge between technology and the business, focusing on effective communication and collaboration. Grace holds an associate degree in computer information systems from Hudson Valley Community College. She was a recipient of the 2015 Best of New York Award for Outstanding IT Services & Support and the 2023 New York IT Leadership Inspirational Leader Award.

Deputy Commissioner for Technology | NYSP

Michael Harrigan joined ITS in June 2025, bringing more than 17 years of military, federal, and private-sector experience in program management, mission-critical communications systems, and technology modernization. As Deputy Commissioner for Technology supporting the New York State Police, he leads the establishment of a dedicated ITS team focused on delivering reliable, 24×7 technology services and strengthening collaboration with NYSP to support law enforcement operations statewide. Harrigan also serves with the 213th Engineering Installation Squadron, New York Air National Guard. He is PMP certified and holds a Master of Business Administration from the University of Massachusetts, a Bachelor of Science in Business, Management & Economics from Empire State University, and an Associate of Applied Science in Electronics Science Technology from the Community College of the Air Force (CCAF).

Tara Holloway has more than 35 years of experience as an information technology professional with more than 20 years of experience leading high performing and innovative teams. As the Deputy Commissioner for Technology for DEC, Tara manages ITS service delivery, modernization efforts and strategic IT implementations for the NYS Department of Environmental Conservation, the Hudson River Valley Greenway and the NYS Environmental Facilities Corporation. These efforts help conserve, improve and protect New York State’s natural resources.

Acting Deputy Commissioner for Technology | ABO, DOS

Michael John was appointed as Deputy Commissioner for Technology in 2025. In this role, he partners with agency commissioners and executive leadership to align technology strategy with business priorities; strengthen IT governance; and deliver secure, efficient and innovative services across New York State.

With more than 20 years of technology and executive leadership experience, Michael has held senior roles spanning government, healthcare, Software-as-a-Service (SaaS) and consulting. His background includes leading enterprise-scale digital transformations, optimizing technology portfolios and building resilient IT governance frameworks that balance innovation with compliance. He is recognized for driving collaboration across diverse stakeholders, advancing cybersecurity and risk management initiatives, and mentoring high-performing teams. A proud Marine Corps veteran, Michael brings discipline, resilience, and commitment to public service. He holds an MBA from the University at Buffalo, a CIO Certificate from Carnegie Mellon University, and a certification in TOGAF® 10 enterprise architecture, along with various AWS, Azure and other industry certifications.

Deputy Commissioner for Technology | Ag & Markets, ESD, DPS

Michele Jones is the Deputy Commissioner for Technology for Ag & Markets, ESD and DPS. Prior to this role, Michele was the Chief Risk and Privacy Officer for ITS.

Prior to joining ITS, Michele served more than 10 years in various roles, including General Counsel and Deputy Director of Risk Management, as well as Compliance/Data Protection Officer for Capital Region BOCES, where she was a key member of the executive team. She also managed vendor engagements, developed information privacy and security awareness training, and spearheaded the campaign to shift BOCES culture towards data privacy and security awareness.

Michele is a graduate of Albany Law School and holds a certificate in Human Resource Management from Cornell University's School of Industrial and Labor Relations. 


Moses Kamya

Deputy Commissioner for Technology | OGS

Moses Kamya has over 30 years of strategic IT management experience, spanning six state agencies and the private sector. He played a crucial role on the advisory committee that established ITS and brings significant IT expertise to the organization. Previously, as Deputy Commissioner for Shared Services at the Office of General Services (OGS), he oversaw multiple offices, including the Business Services Center, Data Analytics, and Centralized Procurement Services. As CIO of the New York State Office of the Attorney General, he oversaw the implementation of an enterprise case management system and development of a state-of-the-art data center. Moses also served as Cluster Chief Information Officer (CCIO) for the ITS Administrative and General Services cluster, where he instituted the PeopleSoft Center of Excellence and led the implementation of the Statewide Learning Management System (SLMS) and enterprise time and attendance system (LATS). At the Office of the State Comptroller, he developed the strategy for the Public Authority Reporting Information System (PARIS). He directed the Unemployment Insurance Modernization Office at DOL and initiated a project for online UI claims. Moses holds a Ph.D. in Information Strategy and Management from the Rockefeller College of Public Affairs and Policy, an M.A., and a B.A. in Economics from the University of Albany. He was an adjunct professor at the Rensselaer Polytechnic Institute and UAlbany Rockefeller College.


Mark Kedik

Deputy Commissioner for Technology | OTDA, LDSS

Mark Kedik has an extensive IT background consisting of decades of NY State government service, in addition to a decade of private sector experience. Mark started his civil service career in January 1987 as a Programmer Analyst at the Department of Motor Vehicles. Mark’s career path would take him to private industry where he worked as a Senior Consultant in a large consulting firm then for one of the “Big 4” accounting firms for eight years. Mark worked for three years as an independent consultant before returning to the state workforce in 2011. Mark is driven with a focus on delivering value. His management philosophy is that he is in service to his team, as they are who bring value to our clients. He has led large projects consisting of near and offshore resources and has managed IT teams of over 500 staff. Mark graduated from The College of Saint Rose with a Bachelor of Science degree in Computer Information Systems.


Elizabeth Lee

Deputy Commissioner for Technology | DOB, Chamber

Elizabeth Lee has been in senior leadership roles with ITS since 2013. Her focus has been on crafting and delivering customer service strategies for ITS’ client agencies. She was instrumental in the establishment of the client relationship management role in ITS’ formative years. She has also managed the agency’s regional staff who provide the "boots on the ground, white glove" computing services to myriad State agencies. Prior to joining ITS, Elizabeth was a primary lead in the restacking of State office space, an effort that was sponsored by the 2011 Spending and Government Efficiency Commission (SAGE). Elizabeth began her State career with the NYS Division of the Budget, where she spent eight years managing the budgets, capital and financial plans for numerous State agencies, including ITS’s precursor - the Office for Technology (OFT). Elizabeth has a bachelor's degree in sociology from Augsburg College in Minneapolis, MN, and she also has done graduate work in public administration at the George Washington University in Washington, D.C.


Arne Louison

Deputy Commissioner for Technology | Parks, APA

Arne Louison began his NYS government career in 2005, joining ITS in 2012. Throughout his NYS career, he has led IT teams that provide solutions to common business problems using repeatable patterns that help drive innovation. Starting on the phone banks of the NYS call centers, he worked his way up through the ranks of State government to lead multiple business solutions teams. He has received awards for his accessibility work with the NYS Forum, as well as IT Manager of the Year. Arne has a Business Administration degree and also a CIS degree from Schenectady County Community College.


Elizabeth Moran

Deputy Commissioner for Technology | Public Safety

Elizabeth Moran is a seasoned executive with a distinguished career leading complex, high-impact initiatives across a variety of industries, including financial services, government and energy. Renowned for her strategic acumen and ability to drive enterprise-wide change, she has spearheaded large-scale technology transformations, M&A transitions, regulatory remediations and operational resiliency programs for a variety of organizations including BNY Mellon, Fannie Mae, Goldman Sachs and the Air Force Research Laboratory. Elizabeth excels at aligning business and technology strategies, building high-performing teams and navigating cross-functional leadership environments. Her reputation as a trusted advisor is underscored by her success in turnaround management, executive communications, and delivering measurable outcomes under pressure. Elizabeth holds a Bachelor of Science degree from NYU’s Stern School of Business, where she graduated with honors.


Jim Myran
James Myran

Deputy Commissioner for Technology | DOT, NYMTC

James is a seasoned executive with 30+ years of experience, having worked in large multinational companies, state governments and large non-profit entities in leadership positions that drove the adoption of information technology solutions to optimize and accelerate critical business and manufacturing processes.

Prior to working for the State of New York, James served as the Vice President of IT for the American Cancer Society’s Research department. He was the founding Executive Director for the State of Delaware’s Government Efficiency and Accountability Review (GEAR), an organization which delivered tens of millions of annual fixed-cost savings to taxpayers. He served as the Chief Enterprise Architect for the Axalta Coating Systems, and worked in various leadership roles in IT, business consulting, manufacturing, and acquisitions and divestitures for the DuPont Company, including nearly a decade working and living abroad in Asia. He holds a Bachelor of Science degree in Physics from Worcester Polytechnic Institute.


Venkatesh Nattanmai

Venkatesh Nattanmai

Deputy Commissioner for Technology | DOH

Venkatesh Nattanmai was appointed Deputy Commissioner for Technology for the New York State Department of Health (DOH) in 2024. Prior to this, he served as Deputy Chief Technology Officer for Service Delivery and held various roles at the New York State Office of Information Technology Services (ITS) and the New York State Insurance Fund. With over 25 years of diverse experience in software development, architecture, program and project management, business process reengineering, and IT service management across state agencies, Venkatesh brings a wealth of knowledge to his current role. He first joined ITS in 2016.

As Deputy Commissioner for Technology at DOH, Venkatesh is responsible for leading IT strategy, project management, business process improvement, team leadership, architecture, operations, data management, cybersecurity, risk management, and procurement. He also ensures compliance with state IT policies and standards, manages the dedicated ITS team, aligns IT initiatives with business objectives, and communicates these initiatives to executive leadership.

Venkatesh holds a bachelor's degree in physics from Madurai Kamaraj University and a master's degree in computer science from the University at Albany.


Amtul Nayeem

Deputy Commissioner for Technology | OASAS, OMH

Amtul Nayeem was appointed Deputy Commissioner for Technology (Office of Mental Health) in July 2024. In her prior role as Deputy Executive Director, she supported multiple health and human services agencies and partnered with agency executive teams to understand and guide agencies with meeting their strategic objectives and goals. Amtul started her career with State government in 2005 as a student intern with the Department of Motor Vehicles. She specialized in building web applications, web services, console applications, mainframe applications, data analysis/modelling and architecture. Amtul is passionate about her role within NYS ITS, supporting her client’s needs by making deliberate choices and decisions to positively influence the quality and timeliness of the services that ITS provides. Throughout her career with NYS, Amtul has won several awards and recognitions for outstanding service, dedication and hard work. Amtul holds a graduate degree in math, physics and chemistry from India and has resided with her family in Albany since 2002. 


Jeff Nuding

Deputy Commissioner for Technology | DCJS, OPDV, OVS, SCOC, NYWC, DMNA, HIDTA

Jeff Nuding was appointed Deputy Commissioner of Technology (Public Safety) in 2024. Jeff fulfilled significant roles in IT Executive Management since IT Transformation began, serving as Executive Director of both the Revenue, Finance and Public Integrity and Public Safety Portfolios since November 2020. Jeff previously served as Service Director for Project Management Shared Services and Deputy Chief Portfolio Officer within the Chief Portfolio Office (CPO) from October 2018 until November 2020, and prior to that as Project Management Office (PMO) Director for the Public Safety Portfolio. Jeff has more than 35 years of information technology (IT) experience, with more than 20 years as an expert level Consultant Project Manager, Portfolio Manager, and PMO Director. Jeff first achieved Project Management Institute (PMI) PM Professional (PMP) certification in 2001 (6 times recertified), presenting at PMI Congresses in 2003, 2007, 2008, 2009, and 2012. Jeff retired from the NY Army National Guard as a Sergeant Major (E9) following a 35-year career, including a combat deployment to Iraq with the 42nd Infantry Division as a First Sergeant.

Deputy Commissioner for Technology | DHSES

Christopher O’Connor has nearly 25 years of experience working in the field of information technology in New York State government. He has been with ITS since its inception and has held leadership positions in GIS, application development, data management, AI, business analysis, project management and client engagement. Prior to the DCT role, Christopher was the ITS Deputy Chief Data Officer. Before joining ITS, he worked at the NYS Department of Environmental Conservation, where he directed the agency’s GIS services team, Research Library and IT Project Management Office. Christopher earned his master’s degree in Geography with a specialization in GIS from the State University of New York at Albany, where he has served as an adjunct professor teaching GIS for over two decades.


Andrea Rohan

Andrea first joined NYS government in 2002 as a developer at the Department of Labor. Since then, she has served NYS leading IT teams in turning business needs into robust technical solutions by creating systems that are reliable, durable, and drive value for client agencies. Andrea received a Bachelor of Arts in Psychology and a Master of Business Administration from the College of Saint Rose, and she is a Project Management Professional (PMP).

 


Dana Rosenstreich

Dana Rosenstreich

Deputy Commissioner for Technology | Justice Center, Aging

Dana was appointed to the Deputy Commissioner role in August 2024. Her background is in human services, receiving a Bachelor of Arts in sociology and cultural anthropology from Bates College, as well as a master's degree in public policy from SUNY Rockefeller School of Public Affairs and Policy focusing on the usage of data in human services. She's held previous leadership positions spearheading the Health and Human Services business transformation; the Integrated Eligibility Services project; and the Business Solutions Unit for the Human Services Cluster. In all of her roles, Dana focuses on how technology can be leveraged to improve outcomes for some of New York's most vulnerable residents. 


Jon Sacks

Deputy Commissioner for Technology | OCM

Jon Sacks joined ITS in 2024, bringing more than 30 years of experience in software development, IT operations and management. Most recently, he served as Vice President of Software Development at Pearson, where he was responsible for delivering customized technology solutions serving state agencies and national programs. There he oversaw multiple product development, operations and technical support teams, as well as on-prem and cloud infrastructure. Jon earned his Bachelor of Science in Engineering from the University of Connecticut, Computer Science and Engineering. His professional certifications include ISC2 Certified Information Systems Security Professional (CISSP) and Certified Cloud Security Professional (CCSP). 


Praveen Setty

Deputy Commissioner for Technology | HESC

Praveen Setty is an innovation-driven technology leader with more than two decades of experience delivering enterprise transformation, product strategy, and AI-enabled solutions for Fortune 500, public-sector and fast-growing startups. His work spans cloud modernization, integration platforms, enterprise, data ecosystems, and digital products that improve operational performance, employee and customer experience. He has led agile product teams, driven consultative engagements, introduced automation and analytics capabilities, and supported platform consolidations and technology alignment during M&A transitions. Praveen has a proven track record of simplifying legacy landscapes, scaling digital platforms, and implementing modern architectures that strengthen resilience and efficiency.

Praveen is known for his collaborative partnerships and ability to align strategy with results-oriented execution. He drives continuous improvement through agile methods, process optimization, and data-informed decision-making. He holds an Executive MBA from NYU Stern and advanced certifications in analytics, digital transformation, AI and leadership.

Kathryn Shelton joined ITS in 2023, bringing more than 20 years of service in New York State government. Kathryn began her state career with the NYS Office of Children and Family Services (OFCS) as a developer and technical lead before moving into senior leadership roles, where she managed large-scale IT projects and child welfare programs to support children and families across the state. Prior to joining ITS, Kathryn led the design, development and implementation of the highly successful and award-winning Human Services Call Center (HSCC), an initiative originated by the Spending and Government Efficiency Commission (SAGE). Kathryn is a graduate of the State University of New York (SUNY), where she earned a Bachelor of Science in Business, Management and Economics.

Ariel Vitello brings twenty years of experience in New York State service to her role as Deputy Commissioner for Technology for the Department of Health. Over the course of her state career, Ariel has worked for the Department of Corrections and Community Supervision, Homes and Community Renewal, the Department of Health, and the Office of the Attorney General. She also held private sector positions in website development and product management prior to joining civil service. Ariel is a pragmatic leader who is guided by a strong sense of strategy and vision. She is honored by the opportunity to lead the application of IT solutions to support DOH’s mission to protect and promote health and health equity.
