Vendors must be aware of all statutory and regulatory requirements applicable to the procurement of goods and services by New York State agencies. Among the statutory requirements applicable to State contracts are section 112(2)(a) of the State Finance Law, providing that a contract in excess of $15,000 must be approved by the State Comptroller before it becomes effective, and Article XI of the State Finance Law, State Purchasing.
