The New York State Office of Information Technology Services (ITS) today announced an enterprise agreement with IBM that strengthens its working partnership with the New York-based technology company, brings new artificial intelligence and hybrid cloud tools to the State workforce, and delivers $6 million in savings to taxpayers over the next three years.
New York State Chief Information Officer and Director of ITS Dru Rai said: “By inking this enterprise agreement with IBM, we have renewed our commitment to working to modernize our offerings, finding cost-effective solutions that work across multiple agencies, and delivering even more for the people of our State. We thank IBM for their ongoing partnership as ITS and New York State continue to focus on innovative solutions to serve New Yorkers.”

This agreement, which was signed in the second quarter of 2026, brings IBM's hybrid cloud and AI software portfolio to participating New York State agencies, equipping the workforce with modern tools that can help them work more efficiently, automate business operations, modernize applications, strengthen cybersecurity, and manage technology across hybrid, multi-cloud environments.
At the center of the enterprise agreement are technology capabilities designed to help New York State agencies advance priorities across several key areas, including:
- AI-powered productivity and intelligent workflows
- Application development and modernization
- Hybrid Cloud and multi-cloud management
- Cybersecurity and data protection
- Data management and governance
- Asset, facilities, and sustainability management
- Financial planning and technology investment management
To do its part in promoting affordability and protecting State taxpayers, ITS has now negotiated and signed 14 Enterprise-level agreements, resulting in $58 million in annual savings. The full ITS tenant includes more than 50 state agencies and entities, and the technology agency provides tools to more than 130,000 state employees.
IBM’s flagship office is located at One Madison Avenue in Manhattan, with corporate headquarters in Armonk, IBM Research in Yorktown Heights, and mainframe manufacturing and advanced enterprise computing in Poughkeepsie.
